    BSEE expects positive safety culture in oil and gas industry: policy statement

    Washington – The Bureau of Safety and Environmental Enforcement expects offshore oil and gas companies to maintain a positive safety culture, according to a BSEE policy statement (.pdf file).

    Published in the May 10 Federal Register, the policy statement outlines nine characteristics of a “robust” safety culture in the offshore oil and gas industry, including leadership commitment to safety values and actions, hazard identification and risk management, and continuous improvement.

    The policy statement was issued the same day Rep. Edward Markey (D-MA) released a report (.pdf file) claiming offshore oil and gas companies continue to suffer safety lapses since the Deepwater Horizon rig explosion and oil spill three years ago in the Gulf of Mexico.

    Democratic staff members from the House Natural Resources Committee analyzed Department of Interior data for the report. They found that despite a 50 percent decrease in injuries from offshore incidents during the past two years, companies continue to commit safety and environmental violations.
