FMCSA amends rulemaking regulations for noncontroversial rules

A Federal Motor Carrier Safety Administration final rule published May 28 would amend direct final rulemaking regulations in an effort to expedite promulgation of routine or noncontroversial rules.

According to the final rule (.pdf file), the amendments establish procedures that allow FMCSA to make changes that will become effective a specified number of days after the date of publication in the Federal Register, unless the agency receives written adverse comments or a written notice of intent to submit adverse comments by the date specified in the direct final rule.
