Washington – A bill requiring congressional approval for proposed rules with an annual economic impact of at least $50 million has moved to the Senate following House approval.
In a 232-183 vote mostly along party lines, the Regulations From the Executive in Need of Scrutiny Act (H.R. 367) passed out of the House on Aug. 2.
Rules deemed by the president to be necessary because of an “imminent threat” would be exempt.

The rule has passed out of the Republican-controlled House in previous congresses, but has never been called for a vote in the Democrat-controlled Senate. The White House has threatened to veto the bill should it pass out of both chambers.
