PHMSA warns operators about hazardous liquid leaks
An advisory notice (.pdf file) issued Jan. 26 by the Pipeline and Hazardous Materials Safety Administration warns hazardous liquid pipeline operators of the need for prompt and effective leak detection.
The warning follows the recent release of a National Transportation Safety Board study (.pdf file) on the pipeline Supervisory Control and Data Acquisition system. The study found a number of hazardous liquid accidents went undetected after indications of a leak on the SCADA system. It recommended pipeline operators train controllers using simulators or noncomputerized simulations to improve the probability of finding and mitigating pipeline leaks. PHMSA officials are encouraging all 421 hazardous liquid pipeline operators to review findings from the NTSB study and all existing regulations.
