Washington – The Federal Railroad Administration recently published a notice of proposed rulemaking (.pdf file) to require training for federal railroad employees in safety-related positions.
The proposed rule would require railroads or contractors to develop a training program designating the qualifications of each employee in a safety position and submit the program for FRA approval.
According to an FRA press release, agency officials hope the rule will reduce incidence rates attributed to human factors, which account for the majority of reported railroad incidents.
Comments on the NPRM are due April 9 and can be made by searching for Docket No. FRA-2009-0033 at www.regulations.gov.
