Changes to New Jersey’s graduated drivers licensing law (.pdf file), which take effect May 1, make the state the first to require decals on vehicles operated by teen drivers.
Former Gov. Jon S. Corzine (D) signed the bill into law on April 15, 2009. The decals are intended to provide law enforcement with a tool to identify novice drivers who are violating state GDL laws. Failure to display the decal or abide by any GDL provision will result in a $100 fine. The law also:
- Prohibits permit and probationary license holders from operating a vehicle from 11 p.m. to 5 a.m.
- Prohibits the use of handheld wireless communication devices
- Limits a GDL permit holder younger than 21 to one passenger, regardless of family affiliation, unless he or she is accompanied by a parent or guardian
