Washington – The Federal Railroad Administration on June 27 issued a notice of proposed rulemaking (.pdf file) that would revise passenger train emergency preparedness regulations. Among the proposed revisions:
- Railroad personnel designated as emergency responder contacts must receive communication and efficiency training at time of hire and periodically after.
- Railroads must develop specific procedures for evacuating passengers with disabilities.
- Railroad companies will have authority to make administrative changes to emergency preparedness plans without FRA approval.
- Railroads will establish new emergency situation testing requirements for all railroad personnel.
Comments on the NPRM are due Aug. 27.
