PHMSA reopens comment period for railroad crossing rule

Washington – The Pipeline and Hazardous Materials Safety Administration has extended until April 29 a comment period for a notice of proposed rulemaking (.pdf file) that would change safety regulations for commercial motor vehicles attempting to pass through a highway-rail grade crossing.

The NPRM, published in the Jan. 28 Federal Register, aims to amend the Federal Motor Carrier Safety Regulations and Hazardous Materials Regulations to prohibit a CMV driver from entering onto a highway-rail grade crossing when the space to drive through the crossing without stopping is not sufficient. The intent of the rulemaking is to reduce highway-rail grade crossing crashes.

The comment period originally was set to close March 29. According to a notice (.pdf file) in the March 30 Federal Register, the Commercial Vehicle Safety Alliance requested the extension to allow its members to provide feedback during CVSA’s spring workshop meeting.
