An overview of OSHA’s local and regional emphasis programs
The United States is a country with diverse industries and a vast, changing geography – and this is reflected in the hazards the nation’s workers face.
To help focus efforts to reduce specific risks to workers in various industries, OSHA implements emphasis programs. These programs feature a combination of enforcement and educational outreach – including mailings and training materials – for employers whose workers face certain hazards.
Some programs are national in scope, such as OSHA’s National Emphasis Program on combustible dust. But the agency also uses local and regional emphasis programs for a more nuanced approach to dealing with hazards that may be found in certain areas of the country. LEPs are limited to specific OSHA area offices, while REPs target entire OSHA regions. Below is a map indicating OSHA regions and some of the general hazards or industries targeted by an agency LEP or REP. The programs on this map apply only to workplaces within federal OSHA jurisdiction.
